Description:... The planning of support programs in public agencies seeks a greater impact on results. In the case of sectional governments, this planning becomes more complex when it encompasses the particularities and needs presented by the multiplicity of actors involved. This document analyzes the extent to which such planning coincides with the aspirations and concrete dynamics of Quito artisans, an emblematic group of entrepreneurs, which is both complex and segmented. For the analysis, its associative chain is considered, integrating concepts of endogenous development, social capital and others that adapt to the productive artisan sense to the popular and solidary logic as avant-garde concept. This research, based on a multiple track analysis, integrating evaluation of institutional results, appreciation of direct beneficiaries, contrasting conceptual framework, among others, visualizes the need to plan from the public with a greater participatory and situational impact; that is, with a sense of adaptive and self-sustained projection over time, prioritizing the collective initiative and structural solidarity, to find the point of communion between public vision and concrete reality from the core of the object/end of their actions: its productive actors.
