This Bill implements the main recommendation of the review undertaken by Gus O'Donnell ('Financing Britain's future: review of the Revenue Departments' published in March 2004 as Cm 6163, ISBN 0101616325) to create a new government department integrating the Inland Revenue and HM Customs and Excise and to be called HM Revenue and Customs (HMRC). The Bill also establishes a new prosecutions office to undertake all the new department's prosecutions in England and Wales, to be called the Revenue and Customs Prosecutions Office (RCPO). The Bill sets out provisions for the effective governance and operation of both new organisations.
