Description:... Subsidies in international trade come under Articles VI, XVI and XXIII of the General Agreement on Tariffs and Trade. The developed countries, but not the developing countries, subscribed to a provision in the GATT that prohibits export subsidies to products other than primary products. The prohibition did not lead to the disappearance of export subsidies. The general dissatisfaction with the application of subsidies and countervailing measures has lead to the framework of the Uruguay Round of negotiations. This paper aims to provide assistance to the negotiators in the performance of their task. The five papers included here offer suggestions and discussion on subsidies and countervailing measures, protectionism, and dumping.
