▶ Chapter I. Of Property. § 1. Individual Property and its opponents. The laws and conditions of the Production of Wealth partake of the character of physical truths. There is nothing optional or arbitrary in them. It is not so with the Distribution of Wealth. That is a matter of human institution solely. The things once there, mankind, individually or collectively, can do with them as they like. They can place them at the disposal of whomsoever they please, and on whatever terms. ▷ 제1장 재산. § 1. 개인 재산과 그 반대자. 부 생산의 법칙과 조건은 물리적 진리의 성격을 가집니다. 그 안에는 선택사항이나 임의적인 것이 없습니다. 부의 분배는 그렇지 않습니다. 그것은 오로지 인간 제도의 문제입니다. 일단 거기에 있는 것들은 인류가 개인적으로든 집단적으로든 원하는 대로 할 수 있습니다. 그들은 원하는 누구에게나 어떤 조건으로든 이를 처분할 수 있습니다.
▶ The Distribution of Wealth depends on the laws and customs of society. The rules by which it is determined are what the opinions and feelings of the ruling portion of the community make them, and are very different in different ages and countries; and might be still more different, if mankind so chose. We have here to consider, not the causes, but the consequences, of the rules according to which wealth may be distributed. Those, at least, are as little arbitrary, and have as much the character of physical laws, as the laws of production. ▷ 부의 분배는 사회의 법률과 관습에 따라 달라집니다. 이를 결정하는 규칙은 공동체 지배층의 의견과 감정에 따라 결정되며, 시대와 국가에 따라 매우 다릅니다. 인류가 그렇게 선택했다면 훨씬 더 다를 수도 있습니다. 여기서 우리는 부가 분배될 수 있는 규칙의 원인이 아니라 결과를 고려해야 합니다. 적어도 그것들은 자의적이지 않고 생산 법칙만큼이나 물리적 법칙의 성격을 갖고 있습니다.
▶ §2. The case for Communism against private property presented. The objection ordinarily made to a system of community of property and equal distribution of the produce, that each person would be incessantly occupied in evading his fair share of the work, points, undoubtedly, to a real difficulty. But those who urge this objection forget to how great an extent the same difficulty exists under the system on which nine tenths of the business of society is now conducted. ▷ §2. 사유 재산에 반대하는 공산주의 사례가 제시되었습니다. 일반적으로 재산 공동체와 생산물의 평등한 분배 체계에 대해 제기되는 반대, 즉 각 사람이 자신의 정당한 노동 몫을 회피하는 데 끊임없이 몰두한다는 반대는 의심할 여지없이 실제적인 어려움을 지적합니다. 그러나 이러한 반대를 주장하는 사람들은 현재 사회사업의 9/10이 수행되는 시스템 하에서도 동일한 어려움이 얼마나 큰지를 망각하고 있습니다.
▶ And though the “master's eye,” when the master is vigilant and intelligent, is of proverbial value, it must be remembered that, in a Socialist farm or manufactory, each laborer would be under the eye, not of one master, but of the whole community. It is next to be considered what is included in the idea of private property and by what considerations the application of the principle should be bounded.
